Permit parking is a newly thought out idea that seeks to bring to an end the recently escalating and cumbersome problem of residents parking at visitors parking in the university. The idea is believed not only to be a solution but also a revolution to the problem that has been on the increase in the institution. The major objective of this scheme is to strike a balance between the amounts of residents’ parking spaces and the number of visitor’s parking spaces. This system aims at providing an enhanced parking environment by increasing to residents concerning their parking spaces. The scheme entails the issuance of the various departments in the university with parking warrants to be used by specified vehicles. This insists on the fact that residents will be issued with parking warrants to be used only in their designated parking spaces. The same will also apply to visitors visiting the university (Applegate, 86).
Feasibility studies show that permit parking systems have been proved effective in populace institutions where parking space pressures arising from large number of visitors leads to competition for the limited parking space. The scheme suggests that only vehicles indicating either of the afore mentioned entry warrants are allowed to park in parking spaces set aside for the use by designated ticket holders only.
In the event of a successful introduction of a warrant parking system, parked motor vehicles not indicating a genuine consent may be served with a fine penalty notice. Parking Warrants shall only be authorized for use in selected parking spaces and cannot be interchanged between vehicles or parking spaces.
The ownership of a valid parking ticket does not give the right to park once vehicle in a restricted parking space. The warrant only allows a resident to park not beyond the limitations of the prescribed boundaries. A means of identification will be incorporated in all the parking signs and their corresponding parking permits so as to identify the parking zone limits of the warrants. This means that if a vehicle was making a visit to the student’s hostels should only be allowed parking entry to the students’ hostels parking zone. The owner of the vehicle would have violated the university’s parking policy if such a vehicle is found parked in the administration’s parking yard.
