Please review the article and spend a few minutes perusing the internet for other opinions. On the one hand, hazardous waste management is a complicated topic, so a complicated law makes sense. On the other hand, complicated laws are difficult to enforce and difficult to ensure compliance on an individual basis. I am reminded of parking regulations near Hollywood Blvd, where the signpost is covered in seemingly contradictory information about when one can park there (yes, I may still be bitter about a parking ticket I got there!).
