d.What is the political social and economic climate under which the current policy was developed?
e.Are there any ethical issues with the current policies?
f.This should be pretty thorough and have a lot of research on the effectiveness of current policies.

III.Your Proposal
a.Detailed policy that you are proposing
b.What is the underlying theory upon which you are basing your program? What agency will be in charge of it and why? What philosophy(ies) of punishment (if applicable) does it reflect? Again you need to be able to discuss and cite theory and philosophies of punishment. Discuss any potential ethical issues and how they should be tackled.
