Ex-offender/ inmate re-entry within the city of Hartford, CT

 The topic to be used for this piece will be inmate reentry in the city of Hartford, C.T. In order to be more specific, focus should be placed on the lack of a functional reentry program within the city of Hartford and how that is crucial to the impact on offender recidivism. There is a lack of a unified agency that can develop and put in place new policies, training and other key essential tools that adequately support and better address the needs Hartford’s returning citizens. The main issue is not that there is a dearth of government or private agencies in place that provide this specific population services. But that there is a longing for one central agency to be put in place which is able to oversee and manage how they function together, what services they provide, and among other things what amount of these returning citizens are actually receiving their services.
INSTRUCTIONS
Students must address the following issues in their paper:
1. An explanation of the problem accompanied by evidence that shows it is a problem.
2. A summary of the academic literature related to the causes of the problem and other strategies that have been attempted to address it.(some course readings will be provided but scholarly peer-reviewed articles or meta analysis should be used).
3. A presentation of detailed recommendations to address the identified problem along with a discussion of how the recommendations are evidence based. (i.e., look at other major cities and states within the U.S. which have implemented programs for returning citizens).
4. An assessment plan, that is, how you will know that the recommendations are effective in reducing the identified problem.
