During the semester, students of 200614 EIR undertook a survey project, from deciding the themes, to writing questions, to eliciting respondents, to analysing the results. Write an essay discussing the survey project with reference to particular questions (by number). Your essay should: a) identify some findings from The 2020 EIR Survey that should influence the priorities and activities for each of: the Fair Work Ombudsman, the Fair Work Commission, and employer associations; and b) discuss some weaknesses and limitations of our survey project as a form of research; and c) conclude with a comment on aspects of our survey project that you found interesting or surprising. Preparation: Identify some findings that would be of interest to IR actors eg. FWC, FWO, ACCI and other employer associations, ACTU and unions, HR managers, etc Think about the challenges of survey-based research and the need to ensure the respondents match the population of interest (Australia’s working population). Identify some things to avoid when designing surveys. Evaluating a survey: whether the sample was large enough and respondents representative enough to make valid arguments about a population. Sample, respondents, response rate, population Quality of particular questions: clarity, validity, meaningful data Our survey: Strengths: We asked respondents who they were. More than one person had input into the themes and questions [class activity – Discussion Board posts]. Two people piloted the survey to check question meaning, length and accuracy, but there were still flaws. Question 2 (1100 words) Not based on the survey Discuss ways that unions in Australia should try to increase union density in response to the challenges to retaining current members and recruiting potential members they currently face. O’Brady’s (2021) theory about union power sources (institutional, associations, symbolic) Three Challenges for unions in recruiting and retaining members; how challenges may be addressed. Need contextual knowledge of IR system and economic change Need knowledge of some actions and campaigns by unions (e.g. Your Rights at Work, Hospo Voice, Change the Rules, the McCormick strike, the low bargaining power of chefs. An analysis of chefs’ job quality in Australian restaurants’, Journal of Industrial Relations, vol. 63, no. 1, pp. 3 – 26 Question 3 (1100 words) Not based on the Survey The Fair Work Commission’s functions and powers should aim to improve efficiency and fairness in economic and socio-political terms. Should its powers be increased, decreased, or remain the same? Role and power of the FWC re: balancing efficiency and fairness Minor issue: unfair dismissal powers and cases. Context: Legal framework for the safety net, agreement-making and dispute resolution. Is it ‘Goldilocks’? (Just right… or?) Relative to role of FWO and Federal Court. We have a bargaining system with a little bit of arbitration. Should we return to an arbitration system with a little bit of bargaining?
