You can research the pros and cons (focusing on environmental impacts) of such a project and incorporate that in your comment letter. Further, you may expand on this project to write your paper on related topics of interest to you such as:
- Impact of storm water on surface water quality (increasing paved areas is expected to increase storm water flow),
- Environmental impacts of contaminated storm water (storm water is polluted by non point sources of pollution),
- Effect of paved (impervious) areas on groundwater recharge (groundwater recharge is reduced by increasing paved areas),
- Effect of invasive species on ecosystem/environment (invasive species have devastating effects on native wildlife and endangered species),
- Importance of groundwater recharge (groundwater may be used for drinking, irrigation, etc.),
- Open space development (residential or commercial, open space provides a range of benefits to citizens of a community including the use of parks and natural areas for recreation, preserving wetlands and forests, capturing storm water drainage and promoting wildlife habitat) and
- Rain gardens (a rain garden takes advantage of rainfall and storm water runoff in its design and plant selection to minimize the use of potable water for irrigation) etc.
