Apply the policy triangle framework to analyse Sydney’s lockout laws policy process

Policy Analysis triangle: context, content and process
Context, content (�evidence�), actors (or �stakeholders�) and processes (decision making structures) are key to understanding and influencing public health policy.
Use the policy triangle to explain how these elements interacted in the Sydney’s �lock-out� case study (provide references as necessary).

Application of the �policy triangle model�: how well do you apply the model, especially the interaction between its different parts.
Context: What was the policy problem? Were there different ways of framing it? How was evidence used (and by whom) in the different framings of the problem? What were the main weaknesses, strengths and controversies about evidence?
�Stakeholders (or �actors�). Who were they and why were they engaged in this conflict? What were their sources of power and their methods of action? Can you say anything about their relative effectiveness in obtaining/preventing change? Looking at the different parts of the �triangle� and how they interacted, what best explains the policy choices made by the NSW government in the �lock-out� crisis?
